COURSE OF THE PROJECT

1. Transnationales Partnertreffen in Hamburg vom 12.-14.01.2005 unter Teilnahme aller Partner und des Beirats (Abstimmung des Zeit- und Arbeitsplans)

1. Project Design
It was determined that the "The Common European Framework of Reference for Languages (CEFR) would serve as the basis for the project development and so that its guidelines would be applied to the context of the mobility measures as well as to the chosen vocational field (mechanic). Further, instruments for the evaluation and verification of the acquired language proficiencies are to be developed in the form of a computer-supported portfolio, which can be used to supplement the EUROPASS-Vocational Training and/or the planned EUROPASS-Mobility.

2. Portfolio
In general, the approach to developing the portfolio diverges from a rigid assessment of proficiency, but rather focuses on the development of flexible approaches to the verification and certification. The idea a computer-supported portfolio also offers the possibility of not only portraying "formal" (formally verifiable) competencies, but also "real" (real existing) competencies in a variety of different ways - in the form of a text, a photographic documentation, a video clip, an audio recording, etc. Whereby it was discussed that the portfolio would not first be employed at the end of the stay abroad, but even during the preparation of the mobility action.

3. Language Proficiency Levels
When considering the planned and realistic time frame for the linguistic and intercultural preparation and/or the accompaniment of the participants, it was determined that the language proficiency levels should range from between level A1 and the transition to A2.

4. Professional Field
In consultation with the partner organisations Adulta and Odense Technical School, the professional field of the mechanic was to be limited to the areas of metalworking and motor vehicle mechanics.

5. Frames of Reference
The transfer of the frames of reference to a selected vocational field (mechanic) and the target languages of Danish and Finnish as proposed in the project application were defined by the project partners as a process in which the bottom up and the top down approaches should merge together n order to reflect the qualification needs from the perspectives of both the trainees and the participating organisations, on the one hand, and the "can do" statement given in the frames of reference on the other; while also taking the intercultural dimension into consideration as an important component of the planned qualification measures.

6. Survey to Determine Language Needs/Requirements
The transmission of foreign language knowledge as a means to prepare for and accompany the mobility actions / job training internships abroad / training courses completed abroad has until now also played a rather subordinate role with the partners. On this basis, the partners decided to conduct an investigation of the needs for foreign language knowledge in Hamburg, Odense and Helsinki. At each site, twenty persons (participants, language instructors, training instructors) are to be consulted. Correspondingly, a questionnaire was drafted and developed by Gerd Egloff, Ralf Jedermann and M. Knauf in consultation with the project partners. All of the partners were asked to contribute their suggestions and advice. The questionnaire was forwarded on to the evaluators.

7. Dissemination
The following steps were decided upon:

  • Listing the possibilities and activities for dissemination by the individual project partners: international contacts and networks, continuing education and conferences, publications (newsletters, annual reports, journals, trade journals, etc.)
  • After this, a cross-sectional analysis and synthesis is to be conducted by the project coordinator
  • Setting up a web site by the project coordinator
  • Development of a project logo by the OTS and Advice

8. Evaluation
It was decided that the evaluation not only be carried out in the form of an ex ante evaluation, a half-time evaluation and an ex post evaluation, but also in the form of a concurrent evaluation and participatory observation throughout the course of the project in order to be able to give the partners continuous feedback. A questionnaire on the objectives and planned steps of the project work was sent to the partners.

9. Time Schedule / Work Tasks
To concretise the project work schedule, responsibility for separate steps of the project work were agreed upon by the project partners and then dates of completion were assigned to each task.
